Abstract: The paper discusses the role of libraries in promoting inclusive access to information resources
in the information age. Despite libraries’ commitment to equitable service delivery, some users
experience challenges in accessing library services due to physical, language, and technological
barriers. The study employed a systematic literature review approach, utilizing relevant articles
published in reputable peer-reviewed journals. Findings reveal that digital and assistive
technologies, such as text-to-speech technology, Braille conversion technology and speech
recognition tools, enhance access to library resources for users with disabilities and language
barriers. However, challenges such as inadequate electricity supply and poor internet
connectivity, particularly in developing countries, hinder the effective adoption of these
technologies in libraries.

Authors: Otubelu, Blessing Nnenna; Anike, Angela Njideka; Igwe, Victor Onyebuchi
Abstract: The study investigated the application of artificial intelligence in service delivery in academic libraries in public universities in South East, Nigeria. Three research questions guided the study. Descriptive survey research design was adopted for the study. The population of the study consisted of 347 librarians in public universities in South East, Nigeria. A sample size of 174 librarians was drawn for the study using proportionate stratified sampling technique. A researcher-developed questionnaire titled ‘‘Application of Artificial Intelligence in Service Delivery Questionnaire (AISDQ)’’ was used for data collection. Mean and standard deviation were used for data analysis. The results of the study showed among others that artificial intelligence are not applied in delivery of
acquisition, cataloguing and reference services in academic libraries in public universities in South East, Nigeria. Based on the findings, it was recommended among others that University management should invest funds into annual training of librarians to enable them acquire skills and knowledge in application of artificial intelligence to improve service delivery in academic libraries.

Authors: Otubelu, Blessing Nnenna; Anike, Angela Njideka; Igwe, Victor Onyebuchi
Abstract: The open access scholarly publishing is an outlet created to enable scholars to publish their scholarly articles made freely available for use of researchers. It was unfortunate to discover that there is great apathy by lecturers in South Eastern Nigeria to utilize this opportunity, hence the motivation for this study. The focus of this study is to determine the relationships between lecturers' ease of use of open access outlets and Internet self-efficacy and their adoption of open access scholarly publishing. The result of the study indicated that there is significant relationship between lecturers' ease of use of open access outlets and their adoption of open access scholarly publishing. Also, it indicated that there is significant relationship between lecturer's Internet self-efficacy and their adoption of open access scholarly publishing. This implies that if the internet self-efficacy and ease of use of lecturers are high then there is every likelihood for them to use open access publications more and as well publish more through open access outlet. In order to increase adoption of open access
scholarly publishing the researcher made recommendations that the university management should
sensitise the lecturers about the benefits of open access
through workshops, seminars and should implement open
access policies that are favourable to the adoption of open
access.
